The investments in the second and third generation biofuels.

On initiative of The EU Commission biofuels got from feed or eatalble plants should be substituted with second generation biofuels, which will be produced from uneatable raw materials (such as scrap materials, straw or cellulose). The possibilities  which give second generation biofuels are also promoted. These biofuels are the source of lower exhast gases emission and don't impact on the restriction of food production .

The commissioner responsible for climat matters Connie Hedegaard claimed:
„We must use balanced fuels in order to counteract climat changes. We should also invest in biofuels, which really reduce emission and don't compete with food. Of course we don't back first generation fuels, however we are clearly signaling that future growth of biofuel sector must be stimulated by advanced biofuels. Other solutions will not be reasonable.
Politicians of the EU suggested to change current regulations concerning biofuels, which are situated in the Directive about energy from renewable resources and in the Directive about the quality of biofuels. As it's written on the web page of the EU Commission, the transformation may concern:
  • augmentation  up to 60% of the minimal level of greenhouse gases restriction when it comes to new instalations in order to improve the effectivenes of biofuel production process as well as to discourage to invest in instalations which have low parameters of greenhouse gases emission.
  • inclusion of reasons regarding changes in the ways of using soil to the reports filed by fuel delivers and countries of the EU concerning greenhouse gases restriction caused by biofuels and bioliquids;
  • the restriction (up to 2020 year) of the current level of usage (5%) biofuels and bioiquids made of eatable plants, which may be assigned to the aim of the EU which supposes getting up to 2020 year 10% of share of renewable fuels in transport sector. It also suggests to keep the unchangeable aims connected with total share of renewable energy and restriction of the  emission.
  • creating of marketing encouragements for biofuels, which are the source of zero or minimal emissions caused by changes of soil exploitation ways, especially for second and third generation biofuels made of raw materials, which don't drive to bigger soil demand. They will more contribute to the realization of goals which suppose getting 10% of share of renewable energy in transport sector, which was defined in the Directive regarding renewable energy.
  • the higher level of reduction of CO2 emission;
  • higher energy effectiveness;
  • the variety of raw mateials – it rules out the competition with food production promoting the development of uneatable material reprocessing;
  • The bigger is share of second generation biofuels in the production of fuels, the less is rise of prices;
reserch carried out by „General Motors” company showed that the content of biocomponents in diesel oil which is about 10% has no impact on the motor efficiency.
It is very important for Europe to constantly improve the processes of conversion the second generation biofuels, because by the year 2020 the new regulations concerning 10%-content of biocomponent in fuels must be intoduced.
